Data Entry and Verification Case Study: USDOT CARS

Challenge:  To build a database of information recording the transactions performed under the Department of Transportation’s (DOT) CARS program.
Background: The CARS program was designed to stimulate the economy by incentivizing car owners to trade in old, gas guzzling vehicles for new, fuel efficient ones. During the program approximately 680,000 vehicles were replaced.

Solution:  KOMPSYS performed data processing and management services for the Department of Transportation, National Highway Safety Administration beginning in September 2009.  For this project KOMPSYS chose UNICOR as a strategic partner for data entry and data validation services.  KOMPSYS performed the following 3 major functions for the DOT:

Data Entry: The KOMPSYS team performed data entry services to capture unstructured data from over 785,000 Vehicle Disposal Forms (over 4,000,000 pages). The highly skilled data entry professionals on this project used the Double Key Data Entry methodology to capture critical information from documents with an accuracy exceeding 99.99%. This methodology employs two operators keying the same information, which is then automatically compared and validated, to significantly improve the accuracy of information.

Data Validation and Verification: KOMPSYS performed data validation and verification on over 785,000 vehicles, including over 25 million data elements collected from 15,000 different disposal facilities. To ensure the highest accuracy of the data collected from the Vehicle Disposal Forms the accuracy of input data was verified against the original data to check for content and spelling errors. The data validation services were performed under the guidance of our ISO 9001:2008 procedures, resulting in data that met both government and international quality standards.
Survey Processing: KOMPSYS performed survey processing and validation services, collecting and processing surveys from over 185,000 CASH for CLUNKER participants with and accuracy of 99.99%.
