Kevin Doby, President & CEO
A 23-year veteran of information technology and telecommunications, Mr. Doby is CEO, and Founder of Komplete Systems Integrators (KOMPSYS). Mr. Doby is responsible for establishing KOMPSYS as a leading provider of IT services and solutions by increasing annual revenues through strategic relationships. His other responsibilities include corporate direction, setting priorities and ensuring that KOMPSYS operates efficiently within budgetary constraints, as well as establishing procedures to accomplish corporate goals.
Prior to founding KOMPSYS Mr. Doby's experience encompassed engineering, design, implementation, and fault isolation of inter/intra continental networks spanning an array of technologies within telecommunications markets both domestic and international. During his industry experience, Mr. Doby has held senior-level consultant positions in organizations such as British Petroleum, NASA, and Cisco Systems. This experience has allowed him to become extremely proficient in his ability to work through the most challenging situations and articulate complex technical topics to executives as well as engineering professionals alike.
Prior to his industry experience, Mr. Doby served his country honorably as a Radioman in the United States Navy from 1986 –1992.
David Dabney, Chief Operations Officer
David Dabney currently serves as Chief Operations Officer of KOMPSYS and is based out of its Chicago, Illinois offices. Mr. Dabney is a senior business professional with over 30 years of experience in operations management, account management, business consulting, business process analysis, financial analysis, audit, accounting and reporting, training, system/solution implementation and general operational cost management. Mr. Dabney has experience in delivering consultative services to a broad client base aimed at business process improvement and automation, cost recovery and maintenance, and outsourced management services. Mr. Dabney has also often exercised his ability to achieve big-picture change through developing and implementing specific action plans.
Mr. Dabney has a proven track record of combining technical knowledge with superior customer relations skills to build the client base and strengthen the client relationship. He is a highly skilled communicator adept at building and nurturing relationships at all levels within an organization, advocating for clients to internal organizations while portraying the trusted advisor role externally to the client. With an ability to comprehend client business needs and to articulate the solution effectively to internal organizations, he helps drive delivery and client satisfaction, and bring about valuable product and service enhancements that meet and exceed client expectations.
Mr. Dabney has worked previously with Illinois Bell, Ameritech, AT&T and numerous regional fiber and telephone companies. In addition Mr. Dabney has worked as a consultant with clients such as the State of Illinois, Tellabs, Verizon Wireless, AT&T Mobility, Level 3, Century Telephone, as well as, a significant number of national and regional technology firms. As a consultant Mr. Dabney has generated over $200 million in annualized savings and onetime credits for clients he has represented. Mr. Dabney’s consulting practice specialized in regulatory reviews, billing analysis, network utilization, and operational cost control. In addition, he has testified as an expert witness on behalf of clients in regulatory matters, and represented clients in meetings with various commission staffs, on an informal basis.
Casey Colclough, CPA, Chief Financal Officer
Mr. Colclough currently serves as Chief Financial Officer of KOMPSYS and is based out of Atlanta, GA. Mr. Colclough is a licensed CPA with over 9 years of CPA experience. He works as a true partner to the CEO and COO of Kompsys in order to accomplish all business goals of the company.
Mr. Colclough has developed tools and systems to provide critical financial and operational information to the CEO and has made actionable recommendations on both strategy and operations. In addition to overseeing all cash forecasting and budgetary requirements of the company, he assists and oversees the preparation of monthly, quarterly, and year end financial statements. He acts as the point of contact for all external auditors including DCAA and external public accounting firms. He is heavily involved with the selection of all external consulting firms and is the point of contact for all of the firms externally prepared taxes.
Prior to joining KOMPSYS Mr. Colclough’s experience included both public and industry accounting. During his time in public accounting he gained experience in external auditing, tax, and consulting. During his industry experience, Mr. Colclough has held senior level government contracting accounting positions which includes experience with indirect rate structuring and calculations, Federal Acquisition Regulation (FAR) compliance, DCAA audit agency liaison assistance, and allowability cost control. This experience along with his high level of organization and self-motivation allows him to provide all needed accounting services to KOMPYSYS.
Mr. Colclough attended Georgia Southern University where he obtained his Bachelor and Masters degree in Accounting.

Benjamin Lowe, Vice President of Federal Operations
Mr. Lowe joined KOMPSYS in September of 2009, at which time he formed the Data Processing and Management Services Division of the company. Under his leadership the division has developed solutions for clients in such areas as data capture, advanced forms processing and infrastructure design. In addition to managing this division, he is responsible for establishing and building relationships with federal clients, as well as overseeing the Lanham, Maryland office. As the VP of Federal Operations, Mr. Lowe regularly applies his extensive experience as an IT services manager to overseeing a sales and marketing team that is working to build up the presence of KOMPSYS in the Federal market. This team works to cultivate new and existing relationships and partnerships, to develop and execute a consistent marketing strategy, and to propose solutions on Federal and state government bids.
Robert G. Haley, Vice President of Business Development
Mr. Haley joined KOMPSYS in 2009 as the Chief Business Development Officer, whose primary focus is building sound business development plans, designing and implementing marketing processes, working with clients, business partners and technology providers to support and drive business growth. In addition Mr. Haley manages the firm’s brand identity, promotes the public image and recognition of the firm’s name within the business and civic communities by maintaining high-level contacts with past, current and prospective customers and aggressive networking.
Haley had over forty years experience with the IBM Corporation and Georgia Institute of Technology. He is a highly skilled marketer and experienced executive with a proven track record of leading diverse teams of professionals to new levels of success in cutting-edge markets and fast paced environments. He possesses exceptional communication skills and is accomplished in the areas of business development, marketing strategy, partnership development, stakeholder credibility, and organization transformation.
Raymond J. McClendon, Director of Operations
McClendon is responsible for designing, implementing and managing operational infrastructure for the firm's strategic objectives in the office of the COO. These duties include guiding the firm's resource commitment and capital investment in its corporate enterprise and international divisions.
McClendon has a long history of advising entrepreneurs in a wide range of industries on strategic planning, capital formation, and business development. In this capacity, McClendon has structured the successful turnaround of several mid-sized companies and assisted others in creating new business strategies to compete in the global, digital economy. McClendon has been a pioneer in the capital markets for over thirty years. In the 1970's , he managed a $1 billion fixed income investment portfolio, and he oversaw the issuance of the largest municipal revenue bond issues in Georgia. In the 1980's, McClendon transformed Fannie Mae into a key player in the municipal bond credit enhancement arena by creating an innovative credit enhancement product guaranteeing almost $2 billion in state and local government housing bond issues. In the 1990's he guided a boutique investment bank's entry into a variety of new markets including commercial mortgage securitization and structured finance.
Mr. McClendon has worked with a number of entrepreneurial firms as a founder, director and/or advisor for over thirty years. McClendon was a founding partner in Guilford Forest, the literal as
well as symbolic groundbreaking upscale residential development in southwest Atlanta. He was a founder and Board member of Capitol City Bank of Atlanta. McClendon co-founded the Atlanta Growth Fund, one of the nation's first city-focused mutual funds.
McClendon holds a BA in Business Administration from Morehouse College and an MBA in Finance from Georgia State University.
